(Richmond, IN)--The Richmond Police Department was involved in a stand-off late Thursday afternoon. According to a release from RPD, 63-year-old Charles Thomas had made threats both online and toward his neighbors in the 1100 block of South 24th. Officers cordoned off the area when Thomas refused to exit. The RPD SWAT Team then responded. Thomas eventually surrendered and is now charged with two counts of felony intimidation.
